UC Office of the President (UCOP)

Appointed by and directly responsible to The Regents, the President is the University’s chief executive.  The President has full authority and responsibility over the administration of all affairs and operations of the University, excluding those which are the responsibility of the Principal Officers of The Regents. All other officers of the University, except the Principal Officers of The Regents, are responsible to the President directly or through designated channels.

Among the President’s most notable functions are consultations with the Chancellors and Academic Senate regarding the University’s educational and research policies; recommendations to The Regents concerning the academic plans of the University and the campuses; the annual presentation to The Regents of a single operating budget and a capital budget for the entire University (which includes student fees and return to financial aid); and administrating the Office of the President.

The Office of the President is the University’s central administration headquarters.  Located in downtown Oakland, the Office performs administrative functions of the University as a whole and provides support to all campus operations.  It is organized into six vice presidential divisions: Academic Affairs, Business and Finance, University and External Relations, Health Affairs, Laboratory Management, and Agriculture and Natural Resources.

Vice President Darling has been working at UC since 1980, including a tenure as Vice President for University and External Relations (1996-2002) before being promoted to his current position.  He currently is responsible for  the acquisition of UC's operating and capital budgets; integrating internal and external planning and policy at the University; serving as the principal liaison with The Regents; the university's governmental relations programs in Sacramento and Washington, D.C.; communications with the news media and public; alumni relations; and fundraising.

Vice President Drake is a professor of Ophthalmology at UC San Francisco and previously served as senior associate dean for admissions at the UCSF School of Medicine; he assumed office in 2000. Dr. Drake demonstrated his commitment to diversity during his tenure at UCSF.  He also crafted the Undergraduate Student Health Insurance Program (USHIP) requirement proposal in 2000.  Most recently, he convened the UC Advisory Committee on Student Health to provide a report and recommendations to improve the Graduate Student Health Insurance Programs (GSHIPs).

President Dynes assumed office on October 2, 2003.  He is a physics professor at UC Berkeley and previously served as Chancellor of UC San Diego.  He was the principle UC negotiator of the Compact for Higher Education that would commit the UC to increasing its funds through student fee hikes rather than state revenue.  He supports academic preparation programs (formerly known as outreach programs); in particular, he supports educational partnership initiatives like the Preuss Charter School and math/science achievement programs.

Provost Greenwood is a professor of biology at UC Santa Cruz, and previously served as Chancellor of UC Santa Cruz from July 1996 to March 2004.  She oversees the division of Education Outreach, which include outreach/ academic preparation programs, and the division of Academic Initiatives, which facilitates academic program approval and review.

Vice President Hershman has worked at UC for more than twenty years.  He puts together and presents to the Regents the annual UC budget that includes the level of student fees and financial aid.  He also testifies on behalf of UC at budget hearings in Sacramento.

Vice President Mullinix has served as the university’s chief operating officer since 2000, and oversees long-range budget planning, financial investments, information technology, human resources and benefit programs.  In recent years, he also has invested in sustainability efforts.  Much controversy surrounded his pay raise in 2003, the same year UC laid off hundreds of workers. Mullinix has worked for Goldman, Sachs and Company as a senior financial analyst; the White House Office of Management and Budget under Nixon, Ford and Carter; Columbia University; and Vice President for finance and administration at Yale University.
