Systemwide Committee Descriptions
Presidential Advisory Committees
Academic Planning Council
Reviews campus academic plans, considers campus proposals for new programs,
and takes the lead in long-range enrollment planning. In addition to academic
planning and program review, it assists in the preparation of operating and
capital budget recommendations for the president’s review and approval. The
Board develops and recommends policy positions on a variety of other issues.
Systemwide Academic Senate Committees
Academic Freedom (UCAF)
Studies and reports to the Faculty Assembly any conditions within or
outside the University, which may affect the academic freedom of the
University, its faculty and students.
Affirmative Action and Diversity (UCAAD)
Makes recommendations to the President and Senate regarding the recruitment,
utilization, salaries, and retention of faculty members who are women and/or
people of color.
Board of Admissions and Relations and Schools (BOARS)
Regulates the examination and classification of all applicants for admission
to undergraduate status, and reports thereon to the State Assembly. Has power in
exceptional cases to admit applicants with minor deficiencies. Determines
the basis of acceptance of the findings of the College Entrance Examination
Board. Passes on application for advanced standing from other colleges and
universities. Compiles information on curricula and scholarship standards in
California secondary schools. On authorization by the President, confers with
representatives of schools and colleges on appropriate scholastic matters.
Designated Suppliers Program Implementation Committee (DSPIC)
Since 1998, a UC systemwide committee has been charged with addressing various
issues pertaining to the relationship between the University of California and
the trademark licensees who produce goods and apparel bearing UC logos. Issues
addressed by this Committee have included drafting, updating, application of and
enforcement of the UC Code of Conduct for Trademark Licensees (the "UC Code"), and
communicating with monitoring organizations such as the Fair Labor Association and
the Workers Rights Consortium (UC is a member of both).
In 2006, the Committee's name was changed to the "Designated Suppliers Program
Implementation Committee" following a decision by UC to implement the DSP as a
means of attempting to ensure compliance with the UC Code.
At the present time, constituencies working toward implementing a designated
suppliers program have determined that the program cannot be implemented as
drafted (most recently revised in Fall 2007). Although the status of the DSP
is currently in flux, and therefore the Committee's name and charge are under
review, the Committee will remain involved with issues pertaining to the UC Code.
It is anticipated that the Committee will meet approximately four times during
the '08-'09 academic year.
Educational Policy (COEP)
Considers and reports on matters referred to it by President of the
University, the Assembly, a division or any Senate Committee. Initiates
appropriate studies and makes reports to the President, the Assembly, or any
Division, on the establishment and disestablishment of curricula, Colleges,
schools departments, institutes, bureaus, and the like, and on legislation or
administrative policies of a fundamental character involving questions of
educational policy.
Informational Technology and Telecommunications Policy (ITTP)/UC Computing and Communications (UCCC)
Represents the Senate in all matters of instruction and research policy involving
the use of computers and advises the President concerning acquisition and use of
computers at the University.
International Education (formerly, Education Abroad Program) (UCIE)
Represents the Senate and advises the President in the following matters:
(a) Continuing review of the Education Abroad Program, including modifications
of the programs of existing study centers and establishment of new study
centers; (b) the selection of study center directors and associate directors;
(c) promotion of effective communication between the Education Abroad Program
and the constituencies it serves on several campuses.
Library (UCOL)
Advises the President concerning the administration of the libraries of the
University in accordance with the standing orders of the Regents. Performs such
other appropriate duties as may be committed to the Academic Senate by proper
authority.
Planning and Budget (UCPB)
Confers with and advises the President and university wide administrative
agencies on planning, budget and resource allocations. Initiates studies in
planning and budget matters and, if necessary to accomplish the study authorizes
establishment of ad hoc committees; receives reports from and maintains liaison
with and among divisional planning and resources allocation committees. On
matters relating to planning and budget, receives reports from and maintains
liaison with the University Committee on Educational Policy, the Coordinating
Committee on Graduate Affairs, the Library Committee, and the Committee on
Computer Policy. Committee reports regularly to the Academic Council and
Assembly on matters under consideration.
Undergraduate Preparatory Education (UCUPE)
Monitors and conducts reviews of preparatory education. Supervises placement
examinations emphasizing uniform statewide standards and works with BOARS to
communicate these standards to high schools and colleges.
University Committee on Research and Policy (UCORP)
Considers matters pertaining to: (1) Fostering research; (2) Formulating,
coordinating and revising general research policies and procedures. Advises the
President on research matter. Questions of policy and their implementation may
be initiated by the committees, referred to it by the President, or brought to it
attention by division.
Office of the President Committees
Student Mental Health Oversight Committee (SMHOC)
Provide guidance and direction on those elements of the Student Mental Health
Report recommendations which require systemwide coordination, 2) further advance
the recommendations of the Report through ongoing campus and University dialogue
and assessment, 3) provide guidance in identifying and applying the necessary
resources, and 4) report on the progress being made on these issues by individual
campuses and the University as a whole.
Competitive Graduate Student Financial Support Committee (CGSFSC)
Advises the Provost on the implementation of The Regents’ policy on graduate
and professional student support. The Committee will be established on a trial
basis for one year. After the trial year a determination about whether to
continue the Committee on a permanent basis will be made. While the scope of the
Committee is all graduate and professional student support, the focus for the
Committee will be graduate academic student support that contributes to UC’s
competitive position in enrolling graduate students (i.e., fellowships, grants,
teaching assistantships, and research assistantships).
Education Finance Model (EFM)
Guides the University’s policy on undergraduate financial aid, monitoring and
modifying, as needed, the assumptions and data used in the Education Financing
Model, and providing consultation to the President on its implementation.
UC Teaching, Learning and technology Center Advisory Board (UC TLtC)
TLtC is a newly established center-without-walls that seeks to provide
systemwide visibility of campus and faculty efforts in the development and use
of teaching and learning technologies. This Board provides direction and oversight
of one of the Center’s major activities, the Webzine & Online Forum.
Undergraduate Student Experience Survey (UCUES)
This panel, henceforth called the “UCUES Steering Committee”, will provide
guidance to UCOP UCUES Staff in Student Affairs, SERU21 Principal Investigators,
and the UCUES Institutional Research (IR) Workgroup on survey activities including
survey design, survey implementation, data dissemination and subsequent research
reports. The Committee will develop response to external review, review content
(including constructs and individual items) of UCUES, advise UCOP on
administration of UCUES, and set policies on protocols for UCUES data management
and access.
State Government Committees
California Student Aid Grant Advisory Committee (CSAGAC)
Charged with providing equal opportunity and access to postsecondary education
for persons of both sexes, as well as of all races, ancestries, incomes, ages and
geographies in California. It administers the Cal Grant competitive program.
California Student Aid Loan Advisory Committee (CSALAC)
Recommends to the California Student Aid Commission policies which will
maximize the availability, delivery and servicing of high quality, effective
student loans; encourage responsible borrower behavior and discourage unnecessary
borrowing; expand services to all customers of the Student Aid Commission and
maximize default prevention.
Intersegmental Coordinating Committee (ICC)
Fosters collaboration within California's educational community, connecting
public schools, community colleges, colleges, and universities. Issues addressed
include recommending standards for high school graduation in English and Math, the
transition from high school to college, preparation of students for college,
teacher recruitment/ professional development, collaborative applications of
information technology, and community college transfer.
The UC - California Community College Transfer Advisory Board (UC/CCCTAB)
Provides a jointly supported forum for consultation, collaboration and
partnership to facilitate the establishment of policies, practices and programs
that promote and support student transfer from the California Community Colleges
to the UC. The membership of the Board is committed to the continuous improvement
of the CCC-UC transfer process, employing cooperative efforts and collegial
relations in the service of transfer preparing students.
